What sense is a rating that doesn't really mean much? Endurance is supposed to represent toughness, durability, survivability, but two 10s can have a sharp difference in HP, the only measures of those traits.
The idea of 2 dwellers both with a rating of 10 Endurance doesn't make any logical sense if their HP (the single derived statistic) from it can be wildly different and the argument that other Fallout games do this is not a great defense. For instance, Endurance should be retroactive. There's a lot of of potential in most concepts, but they don't flesh them out well or just maim the execution.
